GUIDELINES IN REGARD TO PETS - ANIMALS

The "Common Grounds" of the Porto Cima Townhome POA fall within the boundaries of the Four Seasons Lakesites POA.   Therefore, the rules and regulations of the "Lakesites POA" also apply to owners of the Townhome properties.  The "Lakesites POA" policy on pets is restated below, in BLUE

In addition to the Lakesites policy shown below.  Because the Townhome properties all sit on Townhome POA common ground, not on lots owned by the Townhome owner, the following additional policies apply.

  1. Enclosed pens are not permitted. 

  2. Only buried electronic fences are permitted.  Application for approval of an electronic fence is made through the Townhome POA manager.

  3. For the benefit of the entire association, to facilitate grounds maintenance, and to keep the grounds looking nice, it is required that owners pick up after their pets. 

  4. Under no circumstances are pets to be permitted to run loose, unsupervised by the owner, or wander about the common ground unsupervised.

  5. Repair or replacement of lawn areas and/or plants damaged by pets will be done by the Townhome POA at the owners expense, after appropriate notification.

In recent months, there has been a marked increase in the number of animal complaints within the communities of Four Seasons. The Four Seasons Lakesites POA Board of Directors has enacted a new policy resolution, which may help to resolve these concerns. This new policy will take effect on December 1st. of this year.

This policy will create a set structure for documenting offenses, setting fines based on the number of offenses and affording the offending property owner the right of appeal.

The first offense will constitute a written warning advising the property owner of the offense and potential fines for future offenses. Each future offense will carry a pre-determined fine (see schedule below) and, instead of the Security Officer having to personally witness an offense, any Four Seasons property owner in good standing may swear out a complaint documenting the offense and attest to said complaint.

This policy is in compliance with Section IV, Paragraph G, of the Third Amended and Restated Declaration of Restrictive Covenants governing the Four Seasons Lakesites Property Owners Association, which states: "No noxious or offensive activities, or nuisances shall be permitted on any lot." and Section IV, Paragraph I, which states: "No animals, livestock, or poultry of any kind shall be housed, raised or kept within the development either temporarily or permanently, except that commonly accepted household pets (but not including horses), may be kept, provided that they are not kept or maintained for any commercial purposes, and are not a nuisance to adjoining property owners. Dogs may be kept upon a lot by the owner of said lot, so long as the dogs are securely confined in an enclosed pen, approved by the committee, restricted by a suitable leash or chain or, having been properly trained, are at all times within control of the Owner under voice command and are not running at large. Preference will be given to the use of electronic fences. Unconfined dogs, outside the Owner's control will either be impounded and/or destroyed."
